I am using graphene on a pixel four XL. I am able to receive messages from an iPhone and from other android phones, but I am unable to receive messages from an iPad. Is there a solution?

An iPad is not capable of directly accessing Cellular Voice or SMS/MMS Messaging features because with either WiFi or Cellular connectivity alone it can only access IP-data services. Text messages (SMS/MMS) require a text messaging plan and cannot be sent via data services. This is why in most cases when you turn off your carrier network on the phone and only have your wifi network running you can't push/send text messages.
I am not 100% sure however how this plays out if the iPad is connected to the same iMessanger account/service as your iPhone, but the same logic likely applies.
Hopefully someone who lives/lived in the iCloud universe who has made the switch can comment and add some color/clarity?
